This study reviews the World Bank's experience with 70 small and medium scale enterprise (SME) projects in 36 countries. It covers all loans approved from FY73-89 with small, medium, cottage, or artisan in their titles, plus a small number of loans for financial institutions that specialize in SME lending and several projects that contain major components designed specifically for SMEs. The report analyzes patterns in the Bank's SME lending. Project performance is assessed based on how well projects achieved their objectives and the extent to which sustainable credit and technical assistance delivery systems have been established. The study identifies key determinants of success and distills lessons learned for future SME projects.
