Abstract The purpose of this article is to suggest a way of undertaking strategic planning in local government, to discuss the various steps involved in strategic planning for communities and to demonstrate the success of the strategic planning process by presenting a case study of Virginia Beach, Virginia. A rapidly growing community of approximately 480,000 residents, located in the state of Virginia on the south‐eastern seaboard of the United States, Virginia Beach is a major tourist centre and derives much of its income from the thousands of tourists who flock to her beaches in the summer. As a fast growing community, Virginia Beach is trying to plan for its future and recognizes that it must prepare for the economic, social and demographic changes that are rapidly occurring.
