).However,todatelittleatten-tion has been paid to summarising andevaluatingitssignificanceintheassessmentofvaccinequality(definedaseYcacy,eVective-ness, eYciency, safety, and acceptability).Qualityassessmentisimportantasvaccinesareawidelyusedpreventivetechnology,vaccina-tionprogrammesaremostlypubliclyfunded,anddecisionstoimmunisewholepopulationsmustbemadeonthebestavailableevidence,especiallyifsuchpracticeisregulatedbylaw.Additionally the current array of vaccines islikelytobeaugmentedconsiderablyinscopeand variety by new vaccines imposing aresourceburdenonsociety.Suchaburden,setagainstthebackdropofincreasedhealthcarecosts,willnecessitatediscriminationoffundingof preventive programmes. DiscriminationshouldbepartlybasedonthebestavailableevidenceofvaccineeVectivenessandsafety,ofthesocialburdenofthetargetdiseaseandoftheabilityofthevaccinetopreventthatburdendeveloping.
