Multilingual Education and Policy Legal Issues in Education Collaborative Teaching and Inclusion

Abstract

Minority group children are over-represented in special education classes in comparison to their percentage of the total population. It is apparent that for this group, the goal of receiving an equal and appropriate education may not be achieved because programs for many bilingual/multicultural exceptional children are inadequate and underdeveloped. Furthermore, there do not exist trained personnel capable of dealing with the diverse educational needs of this group.
