Over the last 20 years many urban areas all over the world have exhibited rapid growth as a result of increased populations and other related factors that have facilitated drastic changes that have brought enormous impacts to sustainable development. Governments in developing countries which tend to register the highest numbers of migrations of their populations to urban areas from rural areas seem to be overwhelmed to provide various social and economic amenities that would adequately serve the always increasing number people destined for the urban areas, due to the disadvantaged nature of opportunities that are found within the rural set-ups. This inadequacy could attributed to the inclined policies by these governments that tend to favour urban areas at the expense of the expansive rural settings that contain immense potentials that if well exploited, would leverage the development process to be balanced across the specific countries that would adequately contain the populations in the urban and rural areas. This paper delves to ascertain the relationship between rural and urban areas and if at all their harmonized interactions would adequately enhance a balanced development process. The paper is based on a research carried out in Kenya that focused on the Uganda-Kenya border town of Malaba. It is anticipated that the findings of the study would be essential in enabling policy makers adopt appropriate policies and approaches that would enhance balanced development suitable for the rural and urban areas.
