A cluster manager assumes essential coordination an d organization tasks in a cluster varying from information services and suppo rt in the application for funds, to the evaluation of cluster firms. This paper anal yzes from an economic perspective where the cluster manager should be organizati onally embedded in order to perform the tasks at best and, consequently, to opt imize the performance of the whole cluster. Therefore, two ideal types of organi zational structures can be identified: First, the cluster can be governed by manag ers that are simultaneously managers of member firms, and second, it is possibl e that it is governed externally by cluster managers engaged in independent institut ions that are beyond economic competition. To evaluate the efficiency of the resp ective organizational modes of cluster management, the incurring agency costs are examined. As a result, this paper emphasizes the different incentive structures o f both forms of governance proposing that each form is applicable to the cluster concept, depending on the respective specific conditions of the cluster.
