Landscape is a resource which is important for both the cultural and economic development of a country. While this is well appreciated in many parts of the Developed World where strong measures are often taken to preserve and exploit landscape quality, in Third World areas such as the West Indies the importance of landscape is often overlooked. Yet many West Indian artists and novelists have gained inspiration from the region's varied and beautiful landscapes, while the attractive Caribbean environment is the basis of the important tourist industry. Despite the existence of planning legislation, largely based on the same laws which protect British landscape beauty, in many parts of the West Indies inappropriate and unsympathetic development, often associated with tourism itself, is spoiling the very resource on which this vital economic activity is based. Lack of effective planning control is one reason for this, but it also appears that the aesthetic values of the local people differ from those held in the countries from which most of the tourists come. In view of this, it is necessary to consider how far foreign tastes should be catered for when planning and developing countries which depend largely on their attractiveness to overseas visitors.
