Abstract

Urban traffic congestion is a major and growing problem. Using prices to control the problem is now a central them of political agendas in many countries. The evidence shows that road pricing can be an efficient mechanism for controlling congestion. Road pricing would also provide the road authorities with a significant fiscal dividend and the objective of this chapter is to describe how these dividends should be spent.
