Mediterranean littoral spaces are subjected to a strong pressure (growth of built-up areas) which underlines the issue of conciliation between tourist activities and protection of safeguarded spaces. The present comparative research deals with the political regulation tools used by local elected officials in the islands of Corsica and Sardinia, both endowed with still preserved coastal areas and by a high level of political autonomy. The enquiry aims to explain specific configuration of interest generated by regional governance. The comparison between two regional and national political context leads to interrogations, related to the legitimacy, legal and political capacities of the different institutional actor (elected officials, state administration and central government, judges) to arbitrate land use conflicts through the conception of local planning rules.
