In April 2000 the Government policy of ‘Fair funding: improving delegation to schools’ came into effect throughout England and Wales. Under the terms of this policy funds previously held centrally by Local Education Authorities for the provision of Schools Library Services had to be delegated to the individual schools. This policy was widely anticipated to have a detrimental effect upon Schools Library Services, and in summer 2000 a study was undertaken to ascertain how a group of Schools Library Services had been affected by this policy. This paper provides a synopsis of those findings and an insight into the pressures under which Schools Library Services are currently operating, and it also provides examples of good business practice and highlights key findings and conclusions.
