Norway's prison system is facing the challenge of increasing numbers of non-citizens. This chapter addresses the following questions: What happens to an ambitious and generous welfare state system when unknown and increasingly often unwanted outsiders arrive? How can a historically relatively homogeneous welfare state understand and handle a new situation with an unprecedented queue of potential new welfare state subjects that threatens to take up its resources? The chapter explores how the changing situation in Norwegian prisons may be seen as part of a more general development where a universally generous welfare state responds to globalization.
