Abstract

The preliminary draft law endangers municipal social services system; because it modifies deeply its conception (approaching us to charity), the competences distribution (removing competences to town councils) and public responsibility (encourages private management and its commercialization). In last thirty years, the Social Services system had achieved it consolidation in whole Spain, being its fundamental value the proximity to the citizenship. This proximity has been achieved in part by the provisions from town councils, which are the nearest administration to citizens and their needs, and with great capacity to understand and recognize the needs of local neighbours.
