This Chapter discusses the background, goals and structures of the NEPAD, including its affiliated African Peer Review Mechanism (APRM). It concludes with a preliminary assessment of the project since its inauguration. The creation of NEPAD is part of a long history of attempts to formulate a collective African economic and political strategy designed to deal with the intractable problems of poverty and political instability on the continent. It reflects three principal developments of the last two decades of the 20th century: (1) the economic and political failure of most developmental projects on the continent; (2) the increased dependency of African States; and (3) collapse of the Soviet Bloc and State socialism, ensuring the triumph of global capitalism and the liberal democratic paradigm. Ultimately, the success of NEPAD will depend on the uncertain concatenation of domestic and international economic, political, social and cultural forces whose evolution will take a long time. Keywords:African States; APRM; liberal democratic paradigm; NEPAD; Soviet Bloc
