The delivery of public services in the UK has changed dramatically over the last two decades. Increasingly, government has been withdrawing from the direct delivery of public services and programmes. Crucial to this process has been two related reforms: the first has been the creation by government of an increasing number of devolved or quasi-autonomous government agencies (quangos) to deliver public services. The second has been the introduction of market mechanisms into the provision of public services through splitting the ‘purchasers’ of services from the ‘providers’ and introducing elements of competition through the contracting out of services to a mix of private companies, voluntary organisations and quangos.
