Analysis of bureaucratic organizations as instruments for efficient and effective implementation of goals on the one hand and for gaining, maintaining, and exercising power on the other are usually separate in the literature and have employed different sets of concepts and assumptions. The author suggests some ways through which analysis of both these major problems can converge. This can be done through analysis of the conditions which give rise to the development of bureaucratic organization, analysis of such organizations as composite social systems that are in continuous interaction with their environment, and analysis of the forces in this environment that impinge on these organizations. On the basis of these analyses some preliminary hypotheses about conditions of development of processes of bureaucratization and their relation to internal structure of bureaucratic organizations are proposed.'
