Canadian aid abroad is taking a great leap forward. This comes at a moment when other countries have been resting on their oars and therefore, even though (as some would say) we are only now catching up with them after a period of lethargy ourselves, our present performance looks creditable from an international viewpoint, even spectacular. It adds, too, to our responsibilities, because now as on other occasions in the past Canada may be something of a pattern-maker for the future. We have, indeed, been pattern-makers more than once, although some people seem to have forgotten it. Thus Mr. Dean Acheson quotes with apparent approval a Canadian journalist as saying, Canadians have never mounted a foreign aid programme that is better than niggardly. It is a pity that Mr. Acheson, who has in years gone by talked very differently about Canada's international posture, should let his latter-day irritation with his old friend Mike Pearson provoke him into disseminating such a statement.
