Abstract

We examine the critical preconditions necessary for employee empowerment and explore how the culture of one public bureaucracy significantly impeded their emergence. We discuss how a localized (versus state wide) empowerment endeavor may be a more appropriate and feasible venture for public bureaucracies seeking to initiate greater staff empowerment.
