This paper provides the first detailed comparisons between an American ‘new generation’ maximum-security prison (Oak Park Heights) and a British maximum-security ‘dispersal’ prison (Gartree), based on research conducted by the same researcher using the same research strategy and instruments. Oak Park Heights is perceived to be safer, more secure, and more trouble-free. It also offers a fuller, and more highly rated, programme of treatment, industry, and education, and better contact with the outside world. Gartree prisoners were more fearful that they might deteriorate physically or mentally. It is suggested that ‘new generation’ designs can contribute to a sense of security and provide a foundation upon which good staff can build more rewarding prison regimes.
