Having reached the point where children of limited English-speaking ability are receiving instruction and guidance from specially trained teachers, it does not automatically follow that bilingualism is in the educational best interests of every English-handicapped pupil en rolled in public schools from New York to Cali fornia. Education, as Alfred North Whitehead em phasized a half century ago, must implant in every school-age youth something he knows well and something he can do well. Classes taught in the native language may make some of our younger citizens feel better about themselves and improve their chances of finishing high school. But if bilingual education has no higher purpose than to accommodate minority students performing be low grade level or warehouse culturally different children struggling to become proficient in the national language, it will end up in the same academic cul de sac as black studies.
