Abstract

In an article published in PVS Ebinger and Schmitt (2010) investigate the effects of structural devolution to federal agencies on administrative performance.They address a topic which has not gained much attention in German-language public sector research.The authors perform a comprehensive and sound statistical analysis of unique survey data.However, their literature review, case selection, and theoretical model are seriously flawed.The present article critically addresses these problems and develops suggestions for further research.
