Recognizes infrastructure as essential for increasing economic progress and reducing poverty, but the choices made in the type and scale of infrastructure investment also have major implications for environmental sustainability. Limited progress has occurred in expanding infrastructure access in most developing countries, and more investment and better-quality services require overcoming a number of obstacles related to cost and governance. Cleaner infrastructure faces impediments related to undervaluation of environmental benefits at the country level and the need for instituting international agreements to address climate change. Recommended actions include (1) developing an action plan for increasing public and private financing of infrastructure, as well as improving its efficiency, (2) developing an action plan for providing increased technical and financial assistance to developing countries in their efforts to improve infrastructure efficiency, enhance the investment climate, and integrate environmental with economic concerns, and (3) promoting collaborative efforts to greatly increase and improve collection and sharing of data on infrastructure investment and its impacts.
