The fourth Lomé Convention has further institutionalized the colonial heritage of association with the former colonies of the EU member states. Based on the notion of equity and partnership between the 15 European and 70 African, Caribbean and Pacific states (ACP), it provides for improved trade and aid provisions compared with its predecessors. It was negotiated in 1989 under the political and economic conditions of the Cold War. Since then the parameters of international cooperation have changed and only one ideology, that of the market economy, has survived the Cold War. Even the mid-term review of Lomé IV changed only marginally the Convention, but not the underlying idea of the natural relationship of ‘EurAfrica’. 1 These keywords were added by machine and not by the authors.
