These statements are among those I heard from law students early in my research on racialization and racial discrimination in Peru. 1 I noted, on the one hand, an acknowledgment that racism exists, or at least an ambivalence as to its existence; and on the other, denial of its existence and, in the absence of personal experience of discrimination, an apparent perplexity about its meaning. Coming from the U.S. context where the civil rights movements and resulting antidiscrimination laws have, if anything, heightened the sensitivity of the nation’s population about racial discrimination, I understood immediately that terms appropriate to the U.S. model could not be used to frame the discussion of race relations in Peruvian society.
