The increased awareness, acceptance, and use of photographs by scholars as legitimate sources of historical information may compel some museum and archive visual resource curators and librarians to reevaluate their appraisal and collection development policies. Drawing upon a number of studies in the professional and scholarly literature, this article examines five areas of concern that should be considered in any policy of appraisal and collection development for photographs: 1) the acceptance of photographs as historical evidence; 2) the problems of analyzing photographs as historical evidence; 3) recognizing the photographer's vision and photographic bias; 4) the photograph as a nonaesthetic visual record; and 5) institutional approaches to the evaluation of historical photographs.
