This chapter explores ways that collaboration and hybrid arrangements are emerging within the environmental state today. Drawing from relevant theories of the environmental state, we explore ways that scholars have analysed the roles in environmental governance played by different social actors. Our analysis builds on extant research on collaborative and networked governance, parsing out ways that hybrid arrangements have emerged to explain the manifold forms of partnerships taken among social actors working to protect the natural environment. Examples of specifi c types of arrangements from the stewardship regime in New York City are provided to illustrate how hybrid environmental governance is taking place in the real world.
