Abstract

This chapter addresses the issue of government authorisation to use a patent without the permission of the patent owner. In particular, models for compulsory licensing and government use of patents are examined, as a tool to increase access to medicines in developing countries. 2 The recommendations in this chapter are informed by the following facts.
