The outstanding feature of the Yugoslav polity is heterogeneity . Whether at the level of governmental, social and business organisations, or in terms of the procedures established for negotiation between various forms of power centre, the sheer complexity of the Yugoslav system is such that the most experienced students of South Slav affairs are reluctant to claim complete comprehension, even at a given point in time. In our attempt to study Yugoslav political culture we come up against a similar heterogeneity, in terms of historical experience, historical rationalisation, levels of economic development, etc. The relationship between heterogeneity of different types and at different levels is a key issue around which much of the following discussion revolves. To provide a foundation for that discussion, let us look at the salient points of history, geography and economics characterising the Yugoslav areas. These keywords were added by machine and not by the authors. This process is experimental and the keywords may be updated as the learning algorithm improves.
