Considering that the loeal authorities are one of the main foundations of any demoeratie regime; Considering that the right of eitizens to participate in the eonduet of publie affairs is one of the demoeratie prineiples that are shared by all member States of the Couneil of Europe; Considering that it is at loeal level that this right ean be most direetly exereised; Convineed that the existenee of loeal authorities with real responsibilities ean provide an administration whieh is both effeetive and close to the eitizen; Aware that the safeguarding and reinforeement of loeal self-government in the different European eountries is an important eontribution to the eonstruetion of a Europe based on the prineiples of demoeraey and the deeentralisation of power; Asserting that this entails the existenee of loeal authorities endowed with demoeratieally eonstituted deeision-making bodies and possessing a wide degree of autonomy with regard to their responsibilities, the ways and means by whieh those responsibilities are exereised and the resourees required for their fulfilment, Have agreed as folIows: ....
