The Keynesian post-war bureaucracy has been the subject of a prolonged attack. Whether one views this as ‘reinventing government’, a new global paradigm or even the abandoning of government is disputable. However, what is beyond challenge is that the structure and working of the public sector have changed dramatically in recent years. The traditional bureaucratic structures which formed the backbone of the state have crumbled at both the central and local levels. While this is not an exclusively British phenomenon, recent reforms have brought with them a fundamental questioning of the role of the state and a concomitant blurring of the lines between the public and the private spheres. Just as liberal democracy is said to have triumphed over socialism, the private sector has been seen to triumph over the public sector as the private sector’s procedures, practices and beliefs are increasingly imposed on the public.
