To leave the story of new laws about the point of introduction would be to exclude important components of the policy process. This is because a policy is not only a discrete decision or a new law but an accumulation of strategic and operational decisions made in a variety of bodies and the effects of decisions and actions taken before and after legislative reform. The administering of new laws is not the neutral process implied by the disciplinary separation of politics and public administration. The continuation of political processes during implementation influences the extent to which states of affairs change as intended by legislators. Consequently, while this chapter provides some information about post-legislative developments in pay and occupational distribution, it concentrates on the political aspects of implementation. That is, it discusses the efforts of institutions and groups engaged in changing the labour market patterns described in Chapter 1.
