This chapter provides an overview of European agencies, the agencification process, and its development. Before delving into specific aspects of agency accountability, it is first necessary to have a general understanding of the extent of the agencification process, the types and tasks of agencies, and the reasons behind their creation. Discussions and assessments of agency accountability cannot be divorced from general considerations involving their powers, set up and the goals they are meant to achieve. To do so would detach the discussion of accountability from the reality of agencies.
