Youth unemployment has become an increasingly salient concern of both policy-makers and societies across Europe. From 2008 onwards, the financial and economic crisis has exacerbated what was already a chronic situation: In December 2012 the youth unemployment rate in the EU-27 rose above 23% with countries such as Spain and Greece at a frightening peak of having one in every two young people unemployed. If we translate such percentages into numbers, we see that 5.5 million young Europeans were unemployed in 2012, a number which increases to 7.5 million if we include those who were not in employment, education, or training, the so-called NEET category (European commission 2013).
