Inquiries have been occasionally held to synthesise extant evidence about health inequalities and to make recommendations for their alleviation, notably inquiries by Douglas Black, Donald Acheson and Michael Marmot. Policy learning often takes place through the medium of reports and documents. This is especially relevant in the case of public health, where research communities have invariably sought to influence policy objectives and processes. The three reports each act as an individual case study, but as a collective case study they also demonstrate the way in which evidence has been assembled, and the policy response its publication has precipitated. They thus illustrate the variable and uncertain impact that inquiries of evidence can have on policy development.
