The System of Local Government in Portugal

Abstract

Within the processes of démocratisation and decentralisation which have taken place in Portugal since the events following the coup of 25 April 1974, important measures have been taken to reinforce local democracy. Under the new Constitution of 1976, local authorities have been given a constitutional guarantee of autonomy. With respect to the archipelagos of the Azores and Madeira, because of their historical aspirations for autonomy, the Constitution of 1976 made them autonomous regions (Gallagher, 1979; Opello, 1978a; Stevens, 1977; Story, 1976).
