There is a widespread consensus that international development aid has been under heavy pressure in recent years. A number of the big donors have made drastic cuts in their development aid budgets. This is not only true for the US; big European donors such as Germany and the UK have also decreased their development aid. Although the total nominal value of official development aid (ODA) appears to remain at a level of just below 60 billion US dollars per year in the mid 1990s, the real value of ODA is slowly being undermined. Thus from 1994 to 1995 ODA declined by almost 9 per cent due to inflation and currency values. In the OECD countries the decreasing political will to contribute to international development aid manifests itself in falling average aid measured as a percentage of GNP. The most recent figures show that the average ODA from the OECD countries was 0.27 per cent of GNP for 1995, down from 0.33 per cent in 1992 (OECD, 1997).
