The Council of Europe heritage conventions recognize the importance of building public awareness to conserve and protect heritage and to engage local, community, and public values as a means of achieving public participation in heritage. However, building greater public awareness is difficult to operationalize as a matter of general practice and difficult to translate into meaningful political support. A new intellectual and operational matrix is required that supports integrated value-led conservation and delivers meaningful public benefit. Traditional heritage practices and approaches must change and adapt as heritage becomes increasingly inclusive and democratized. Heritage professionals require a more sophisticated understanding of the different values at play in a global context of human rights and democracy if they are to respond positively to evolving public attitudes to heritage.
