espanolLa evolucion de la Administracion Publica desde el concepto burocratizado y jerarquizado hacia una Administracion agil, que interactua y que aprende a aprender, viene condicionada por la aplicacion de una politica de formacion que ha permitido anadir valor a la accion de la Administracion al tiempo que se ha convertido en uno de las inversiones mas eficaces dentro de esta herramienta de ejecucion de las politicas del Estado. El estudio de la relacion entre la formacion y el papel de los responsables de los centros directivos, asi como la nueva orientacion en materia presupuestaria en un momento de aplicacion de ajuste dentro de la Administracion Publica y de como reforzar el papel de la formacion de los funcionarios es el objeto de este estudio. EnglishThe evolution of the Public Administration from a bureaucratized concept, organized inside a hierarchy, towards an agile Administration, which interacts and learns to learn, is determined by the application of formation politics that have allowed to add value to the Administration actions and has become one of the most effective investments that a Public Administration should execute. The study of the relationship between formation and the role of directives, just as the economic crises, budget cuts and how to reinforce the role of formation of civil servants in these times is the object of this study.
