This chapter deals with the situation in the Assyrian heartland with that of the provinces and focuses on the Nineveh region and the pastoralists operating within the empire. It sketches a number of individuals who lived within the Neo-Assyrian empire in order to highlight specific social and economic circumstances as well as certain aspects of daily life. The high degree of social, cultural, and economic homogeneity that characterizes the Neo-Assyrian period, despite the great climatic and geographical differences of the region, was the result of the deportations and became the most lasting legacy of the Assyrian empire. The chapter emphasizes that relocating the administrative and political center to a new city, in conjunction with the influx of new population groups, resulted in a weakening of the influence of the former urban elites over the king. The fate of the cousins Šumaya and Urdu-Gula illustrates this point.
