The purpose of this paper is to present a hypothesis. The hypothesis presented is based on circumstantial evidence and inferential reasoning, as all hypotheses are, and it is testable, as some hypotheses are not. The problem: black children score lower than white children on IQ tests. The differences in mean scores are statistically significant to a high degree. That is, statistically there is very little chance that the differences are due to chance. If the differences in mean scores are not due to chance, then they must be explained by some other influence(s). In general there are two possible explanations: heredity and environment. If one proposes an environmental explanation, then this proposed explanation can be tested to determine whether or not or to what extent the differences in mean scores are due
