Abstract

Most countries have decided to participate in the international intellectual property system.In the recently concluded negotiations leading to a revised General Agreement on Tariffs and Trade, popularly known as the "GATT," even more countries have agreed to participate, and all participants have agreed to meet minimum standards of participation and to subject their laws and procedures to outside scrutiny to ensure that they live up to the commitment.'It is easy to understand why technologically advanced countries who are home to successful multinational competitors
