This is an attempt to sketch a comprehensive normative theory of political borders. It is formulated as a theory of a moral right of political selfdetermination and secession that is consistent with democratic principles.1 A comprehensive normative theory of political borders must include a theory of good borders and of rightful borders, of the rightful unity of the state, and of rightful secession. Ideally it should provide a theoretical solution for the peaceful settlement of all border disputes. It seems likely that a theory of rightful secession can be fully plausible only as part of a comprehensive normative theory of borders.
