The scholar sees the university as a community, although he might hesitate to use that word in public. The legislative analyst, on the other hand, sees it as an organization. This chapter outlines three myths available for use in university politics. Firstly, a university is a collection of scholars who, whether individually or in small teams, keep their eyes down upon intellectual problems, and look nowhere else. Secondly, the university is a community of scholars, who are answerable to one another and answerable not only as intellects but also as colleagues. Thirdly, a university is an organization of experts providing a product for the world outside. The chapter explores some myths about personnel. Personnel are divided into three categories: the chairmen of the departments, the senate, and the academic administrators, and the chapter deals with the last two. It provides two examples of the opposed myths of senate and administration being used to give meaning to events.
