One of the first aspects which need to be addressed is the question of whether one can appropriately speak of a "Nordic Model" which could be said to be in need of adaptation or transformation in order to discover meeting points with a "European Model" for industrial relations. This chapter discusses the context of the Nordic Council and its system of rules for labour market activity; the involvement of individual Nordic States within the International Labour Organisation (ILO); and the establishment of the European Economic Area, which came into force on 1st January 1994. Remarkably little has been written about the system of labour law and industrial regulation effective for the common Nordic labour market. In terms of ratification of ILO Conventions, Norway has historically been the Nordic country with the highest level of ratifications, with Sweden and Finland. Denmark has tended to ratify less Convention, while Iceland has tended not to ratify very many such instruments at all.
