Summary Kurkjian and Zelen (1963) have proved that factorial designs possessing a particular structure for their C matrix (they call this property A) are factorially balanced. This paper proves the converse of this result, viz. factorially balanced designs are (a) EGD/(2n - 1)-PBIB designs as defined by Hinkelmann (1964), and (b) possess property A. The latent roots and vectors of the C matrix of such designs are obtained in a much simpler form than that given by Hinkelmann.
