The publication analyzes the initial results of Ethiopia's spirited higher education expansion and reform efforts. It provides up to date information on many aspects of the system's performance, and identifies potential hazards on the road ahead. Discussion center on seven areas of likely policy concern in the near term: the cost and financing of this reform program; the proposed new funding formula for higher education institutions; strategies for expanding management capacities within the system, the task of producing sufficient academic staff to support rapid enrollment expansion; implementation of an effective quality assurance capability, appropriate development of information and communications technologies, and efficient planning and use of physical infrastructure on campuses. Possible policy options in each of these areas are also identified.
