This chapter explores the ways in which the Beijing Declaration commitment to vigorous promotion of cooperation in the cultural arena has played, and it focuses on the cooperation that takes place through official channels, as opposed to more ad-hoc instances of cultural performance or exchange. It also explores the nature of Sino-African cultural cooperation, examining the type of reciprocity that is actually realised and seeking to identify the full range of the functions of cultural cooperation, beyond the identified explicitly in the Forum on China-Africa Cooperation (FOCAC) Action Plans. The chapter analyses the 2013 and 2014 brochures with the aim of exploring the type of reciprocity that actually obtains in the domain of Sino-African cultural exchange, as opposed to the type of reciprocity that is claimed for it in the FOCAC plans and overall discourse.
