The internal organization of four French local authorities responsible for allocating disability rights, the Departmental Home for Disabled Persons (MDPH – Maisons Départementales des Personnes Handicapées), shapes access to social rights. How the processing of administrative files is organized determines the way in which street-level bureaucrats deal with users, by either ignoring or responding to their requests. This may be explained in two ways. First, depending on the variable constraint of the number of files to process, the authorities have unequal latitude to implement the injunction to take users into account. Second, management choices influence the configuration of the positions of street-level bureaucrats in charge of processing the files, which creates unequal opportunities for contact with disabled people.
