India’s Approach to Development Cooperation

Abstract

As emerging economies become richer, their aid budgets will likely continue to grow. Recent analyses of aid from nonmembers of the Organisation for Economic Development and Co-operation (OECD) 1 have helped clarify its distinctive features. 2 However, although commentators often note the differences between OECD and non-OECD aid, few have undertaken comparative case studies. This chapter compares Indian and Australian aid through an analysis of volumes, recipients, modalities, and objectives. It draws on available statistics for both countries and recent research into new and traditional aid donors. Overall, we argue, the differences between these two aid programmes are more striking than the similarities.
