This study took the analytical unit of municipalities to investigate the effect of collective action context, resources in action arenas, and municipal policy preference on the implementation outcomes of energy conservation and carbon reduction (ECCR) policies. In addition to adopting the open data from the bureaucratic information systems, the author surveyed municipal case officers in Taiwan, who responded according to the actual situation of the policy implementation. There are 179 valid observations with a response rate of 79.2%. Structural equation modeling was employed to analyze the effects between each variable and examine the mediating effect of municipal policy preference on ECCR policy implementation. The causal path analysis reported that a supportively collective action context effectively improved policy preference, and resources in action arenas generated a positive effect on policy implementation outcomes. In addition, municipal policy preference had a significant mediating effect on the relationship between collective action context and policy implementation outcomes.
