This chapter is written for those inside and outside the school environment that are responsible for educational and social policies and policies for the development and regulation of the digital society. It aims to help the reader to better understand the challenges related to digital inclusion and how these can be addressed. The content of this chapter is based on work completed within the framework of the European Network for Technology Enhanced Learning in an Inclusive Society project, which was funded by the European Commission from 2014 to 2016. Barriers to full digital inclusion at societal level are different in nature. For the scope of this overview distinguished distinction has been made between barriers in policy making, cultural barriers, barriers related to the technology itself and financial barriers. Recognition of the risks related to safe internet use as well as critical media literacy are another main component of the general concept of digital literacy.
